1/22/2009--Introduced.National Emergency Centers Establishment Act - Directs the Secretary of Homeland Security to establish at least six national emergency centers on military installations to use existing infrastructure to provide:
(1) temporary housing, medical, and humanitarian assistance to individuals and families dislocated due to an emergency or major disaster; and
(2) centralized locations for the training of first responders and the coordination of preparedness, response, and recovery efforts. Lists minimum requirements for sites for such centers, including that they be capable of:
(1) meeting for an extended period the housing, health, transportation, education, public works, humanitarian, and other transition needs of a large number of individuals affected;
(2) being scaled up or down to accommodate major disaster preparedness and response drills, operations, and procedures;
(3) housing existing permanent structures necessary to meet training and first responders coordination requirements during non-disaster periods; and
(4) hosting the infrastructure necessary to rapidly adjust to temporary housing, medical, and humanitarian assistance needs.Sets forth center location requirements, including requiring the Secretary to designate closed military installations as sites whenever possible and to designate portions of existing military installations as centers otherwise.

Alcee Hastings Paves the Way for Concentration Camps
Impeached Florida judge — now a Democrat Party member of the House of Representatives — Rep. Alcee Hastings introduced what some claim is a disturbing piece of legislation. Hasting's amendment calls for the Attorney General to have discretion over who is called a terrorist and what groups will be treated as terrorist groups.

DHS plans massive, five-day ‘terrorism prevention’ exercise
Law enforcement and intelligence agencies in the United States and abroad are preparing to go on high alert as part of a massive terrorism prevention exercise — the first of its kind here.
Beginning Monday, security officials at all levels in the United States and four other countries will scramble into action in the wake of a fictional terrorist attack somewhere outside the United States.
The scenario envisions the receipt of intelligence that a follow-up attack is planned inside the United States, forcing agencies inside and out of the country to test their coordination, intelligence and terror prevention skills.
The National Level Exercise 2009 “will be the first major exercise conducted by the United States government that will focus exclusively on terrorism prevention and protection, as opposed to incident response and recovery,” the Federal Emergency Management Agency (FEMA) said in a statement.
The Model State Emergency Health Powers Act: An Assault on Civil Liberties in the Name of Homeland Security
In response to the tragedy of September 11, the U.S. Department of Health and Human Services announced its support for model legislation. The goal was to provide federal funds to states to encourage the enactment of legislation to prevent and detect bioterrorist attacks. Drafted for the Centers for Disease Control by academicians from the Center for Law and the Public's Health at Georgetown and Johns Hopkins Universities, the so-called Model State Emergency Health Powers Act was released on October 23, 2001.
It is noteworthy that a key attorney who assisted in drafting this proposal was also very involved in Hillary Clinton's health care task force nearly a decade ago. It is also significant that two articles related to this proposal were published or prepared well before the Trade Center attacks. In January 1999, in a Columbia Law Review article, a plan was presented for changing public health laws. A similar plan appeared in an American Journal of Public Health article, published coincidentally in September 2001, but accepted for publication in March 2001.
It appears that this model legislation--formulated long before the terrorism of last fall--actually represents the promotion and expansion of a long-standing agenda. As these proposals come before the individual states, our elected officials should be aware of this history and examine carefully all proposals submitted to them.
Although this model legislation was recommended as a means to help states protect citizens against bioterrorist attacks and deal with national defense issues, the draft bill goes much, much further. It calls for giving state public health officials broad, new police powers--all in the name of controlling epidemics of infectious diseases during public health emergencies.
Furthermore, with an equally broad stroke, this model legislation defines "infectious disease" as "a disease caused by a living organism." As drafted, the October 23, 2001, proposal stresses that "an infectious disease may or may not be transmissible from person to person, animal to person or insect to person." Thus, any disease caused by a living organism could be classified as an infectious disease creating or invoking a public health emergency.

You know, I watched an episode on Glenn Beck about this and at least he believes that there is nothing behind it. I agree. I just don't see us going down that path.
I don't know if there are some already built, but there's legislation that attempts to build them and they've built (and used) them in the past. There's also a lot of other strange things going on as listed in the post.
I saw the Beck show you're referring to, and all he did was debunk certain, specific claims. He didn't touch upon the legislation for example.

All I know is, there is a feeling of dread. The Libs pumped up hostility toward Bush. Obama inspires genuine dread without any stimulus.
and there have been more than a few federal contracts let to support the FEMA camp program. I guess we're just blowing the money with Dyn Corp et al for stimulus purposes. One mans emergency response capability is anothers tyranny enforcement program....the programs exist. What they do with them is what is up for speculation.
