The internet is alive with the sound of people analyzing the CBO's "scoring" of the Max Baucus aka Senate Finance Committee Health Care Bill. Before everyone gets too deeply into their thoughts, please keep in mind the following (get ready, all CAPS, bold, indented signifies a really important concept):
THERE IS NO BAUCUS BILL.
The CBO scored the concepts described by the Baucus Committee. There is no legislative text. None. Baucus and his Democratic colleagues refused to reduce their concepts to actual legislation prior to a vote. Here is the CBO's disclaimer:
CBO and JCT’s analysis is preliminary in large part because the Chairman’s mark, as amended, has not yet been embodied in legislative language.
Your esteemed Senators on the Senate Finance Committee will not be voting on legislation because THERE IS NO BAUCUS BILL.
Your esteemed Senators have so little respect for you that some of them are willing to vote in favor of legislation which does not exist because THERE IS NO BAUCUS BILL.
The actual legislation will be drafted in secret by Harry Reid and a few other people, including staffers whose names and political connections you never will know, and the resulting legislation will be rammed through the Senate and House before anyone gets to read and analyze it.
Months of debate mean nothing. It's all smoke and mirrors by people who think you are too stupid to realize what is going on.

Secret Democrat Plan To Ram Health Care Through Congress By Thanksgiving
I think it will be torch and pitch fork time if Democrats are successful with this plan. The way they are handling this is an affront to every citizen in America. Even if you support the idea of health care reform you should be disgusted, because the way Obama and the Democrats in congress are going about this is shameful.

This story confirms the four part scenario that would railroad the bill through the Senate using a very unusual closed door procedure to craft the bill with no input from the American people.
The four stage plan to pass Obamacare has been publicly confirmed and is ready to be implemented. The following is a comprehensive update:
Step One: “The Senate Finance Committee will finish work on the marking up of Senator Max Baucus’ (D-MT) conceptual framework for legislation by this Friday.”
Step Two: Next, Senate Majority Leader Harry Reid will take the final product of the Senate Finance Committee and merge it with the product of the Senate Health, Education, Labor & Pensions (HELP) Committee. CNSnews.com has confirmed that “the actual final text of the legislation will be determined by Reid himself, who will consolidate the legislation approved by the Senate Health, Education, Labor and Pensions Committee and the still-unapproved legislation from the Senate Finance Committee. Reid will be able to draft and insert textual language that was not expressly approved by either committee.” Senate Majority Leader Harry Reid will write the final version of Obamacare to be considered in the Senate with no input from the American people.
Step Three: Senator Reid will then move to proceed to H.R. 1586, a bill to impose a tax on bonuses received by certain TARP recipients ... so the Senate can avoid the Constitutional mandate that tax bills originate in the House.
Step Four: This scenario would most likely be implemented after the Massachusetts state legislature gives Governor Deval Patrick the power to appoint a new Senator and that Senator is seated by the Senate.
The final step in this plan is for the House to take up Obama care, without amending the legislation, and then sending that bill directly to the President for his signature.

In his letter to Sen. Baucus (last page), CBO Director Elmendorf writes:
CBO and JCT’s analysis is preliminary in large part because the Chairman’s mark, as amended, has not yet been embodied in legislative language.
Read the caveats in Mr. Elmendorf's report, beginning on page 8.
The Chairman’s mark, as amended, has not yet been converted into legislative language. The review of such language could lead to significant changes in the estimates of the proposal’s effects on the federal budget and insurance coverage.
